blackfin: set GNU_TARGET_NAME accordingly

Blackfin for FDPIC targets uses *-linux-*, however for FLAT targets it
needs *-uclinux-* in order for gcc to build properly.

[Thomas: use a TARGET_OS variable instead of redefining
GNU_TARGET_NAME completely]
