support/scripts/pkg-stats: properly ignore CVEs in <pkg>_IGNORE_CVES
It seems like throughout the series that the CVE pkg-stats support went through, the support for ignoring CVEs in the per-package <pkg>_IGNORE_CVES variable was forgotten.
