libsigsegv: not available on SuperH with uClibc

Like PowerPC, the uClibc port on SuperH doesn't implement ucontext, so
we can't build libsigsegv in such a configuration. Therefore this
commit marks libsigsegv as not available on SuperH/uClibc.
