packages: rename FOO_GETTEXTIZE_OPT into FOO_GETTEXTIZE_OPTS
To be consistent with the recent change of FOO_MAKE_OPT into FOO_MAKE_OPTS, make the same change for FOO_GETTEXTIZE_OPT.
