package/jasper: disable programs

Disable demo programs through JAS_ENABLE_PROGRAMS option which is
available and enabled by default since version 2.0.14 and
e02518ce71

As a side-effect, this will avoid the following build failure raised
since bump to version 2.0.33 in commit
f791221c86:
