docs/manual: clarify the <PKG>_PATCH_DEPENDENCIES guarantee
Unlike <PKG>_DEPENDENCIES, <PKG>_PATCH_DEPENDENCIES only guarantees
extract and patch of listed dependencies, not build. Make this subtlety
more explicit in the documentation.
