toolchain-external: update Arm ARM toolchain 8.3-2019.03

Browse Source 
Update to gcc 8.3, gdb 8.2, binutils 2.32. Revert to linux kernel
headers 4.19 instead of 5.1-rc1 [1].

Tested with qemu_arm_vexpress_defconfig.
