package/python-subprocess32: add PYTHON_SUBPROCESS32_CONFIGURE_CMDS

Since commit 1745fcde74,
python-subprocess32 fails to build because it runs configure with
incorrect arguments so add a PYTHON_SUBPROCESS32_CONFIGURE_CMDS
