system: set default PATH according to BR2_ROOTFS_MERGED_USR

Browse Source 
Use "/usr/bin:/usr/sbin" as the default path if BR2_ROOTFS_MERGED_USR
is enabled, otherwise use "/bin:/sbin:/usr/bin:/usr/sbin".
