board: Add Orangepi Win/Win Plus support

Add initial support for Orangepi Win/Win Plus
board with below features:
- U-Boot 2017.11
- Linux 4.14
- Default packages from buildroot

+How to write the SD card
+========================

+Once the build process is finished you will have an image called "sdcard.img"
+in the output/images/ directory.

+Copy the bootable "sdcard.img" onto an SD card with "dd":

+Insert the micro SDcard in your Orangepi Win/Win Plus and power it up. The console
