ntp: adjust initscript

Browse Source 
Use proper status messages, make spacing standard instead of a mix of
spacing/tabbing, drop boringly obvious comment from the header.
Also make reload = restart since ntpd doesn't handle reloading resulting
in the old reload being 'stop'.
