Add the linux test project test suite. The 'make install' step is currently broken, since I've not worked out how I want to handle that step (it wants to run as root).

Make the sourceforge mirror site a config option, as sourceforge mirrors tend to change, move, go down, etc from time to time.

There is no need to have a separate 'Makefile.in' file in the general case, therefore, combine the toplevel Makefile options such as setting TARGETS into the per-package *.mk file
