This patch cleans up all warnings related to the ordering in the Config files for packages starting with the letter l in the package directory. The main motivation for VA-API (Video Acceleration API) is to
enable hardware accelerated video decode/encode at various
entry-points (VLD, IDCT, Motion Compensation etc.) for the
prevailing coding standards today (MPEG-2, MPEG-4 ASP/H.263,
MPEG-4 AVC/H.264, and VC-1/VMW3).

package/libva: bump version to 2.2.0 Upstream moved its github repo to github.com/intel/, updated URLs, for reference see upstream PR 198. Also updated project URL.
